The RSPCA, Compassion in World Farming and the International Fund for Animal Welfare succeeded in having a judicial review of Britain's live calf export rules referred to the European Court of Justice. They claim that agriculture minister, Douglas Hogg has the legal powers to ban calf exports to Europe. The groups wanted the European Court of Justice to decide on the issue and the High Court in London agreed to a referral to Luxemburg.
