Liverpool could be the home of the tallest building in Europe under plans by the Wiggins property developer.
The pounds 1bn scheme will initially create the highest building in Britain, with at least 80 floors, dwarfing Canary Wharf in London. It could eventually stand more than 100 floors.
The developer is also planning a 20,000-seater stadium which will become Liverpool's first major concert venue. The scheme should bring 6,000 jobs to the area and revive the city's tourist industry.
The development would be on 85 acres, a mile from the city centre. The site was originally used for the International Garden Festival in 1986. Wiggins is in talks with American theme- park operators to introduce attractions such as a jungle, complete with wildlife and a waterfall, which will span 30 floors. A history-of-music exhibition is also planned.
