Continued undermanning in the armed forces could lead to a return of conscription and national service, a former defence chief said last night.
RAF Marshal Lord Craig of Radley told the Lords: "Recruiting and early retirement figures indicate that the services no longer attract the same degree of support they did ... there may come a day when the only way to find people to man the services is to return to some form of compulsory service."
