SOUTH AFRICA'S President, Nelson Mandela, sent a delegation to Libya yesterday, the day after a newspaper reported that the Libyan leader, Muammar Gaddafi, had ordered the 1988 Lockerbie airliner bombing. Ministers flew to Tripoli to discuss opening a South African embassy.
