The Shadow Chancellor Gordon Brown will deliver a tough speech on the importance of maintaining "iron discipline" in Labour's approach to public spending when he faces critics of his child benefit plans today.

He will tell delegates that there can be no "wish list" of spending pledges and that every one of the Party's plans must be properly costed. He will also defend his controversial plans to scrap child benefit for all 16- 18 year olds as part of his drive to find more funds for post-16 education.
