Hong Kong's Governor, Chris Patten, has urged his future successor to stand up for the people of Hong Kong and talk to the colony's democrats, even though China is cold-shouldering them. The Hong Kong Chinese who will take over the territory when it returns to Chinese sovereignty next year must be seen by the public "principally as Hong Kong's leader and representative in Peking, rather than as Peking's representative in Hong Kong", Mr Patten said.
