Persistent burglars and drug dealers could face lighter sentences if they carry out their crimes in Scotland.
That is the upshot of a little noticed omission from this week's Scottish White Paper on sentencing, spotlighted by Jack Straw, the shadow Home Secretary, in last night's Commons debate on law and order. The paper from Michael Forsyth, Secretary of State for Scotland, omits to mention the "three strikes and you're out" proposal for minimum sentences.
