The Prison Service has decided that condoms can be issued to convicts to try to combat the spread of HIV and Aids, according to a confidential letter. Successive Conservative governments have opposed the move for fear of appearing to endorse homosexual activity, but the letter, from Rosemary Wool, Director of Health Care for the Prison Medical Service, to prison doctors, appears to contradict earlier policy.
