The tough and controversial rules on quarantine may be dropped in favour of vaccination and blood-testing to prevent the importation of rabies, it emerged last night.
Douglas Hogg, the Minister of Agriculture, is understood to be considering new rules in response to intense pressure from those who claim the existing legislation is out of proportion to the threat. The Government has been monitoring an alternative system of tests used in Sweden for the last two years and may follow suit.
