MARY ROBINSON, the UN human rights chief, ended an unprecedented 10-day mission to China, claiming success in raising human rights awareness among Chinese leaders and the public, but adding: "Even with all the goodwill in the world, I can't work miracles." Peking was apparently pleased with her careful approach.
