Russian PM vows to pay arrears

YEVGENY PRIMAKOV, Russia's Prime Minister, said President Yeltsin had backed his plans to pull Russia out of economic crisis. Mr Primakov promised to complete his new government line-up in two days. The former spymaster said settling wage and pension arrears to millions of Russians would be made a priority.
