Peter Brooke, the National Heritage Secretary, rejected proposals made in a government-commissioned report to cut the staff of the Arts Council by up to 10 per cent. Instead he asked it to report on how closely its activities matched its core functions and how cuts up to 10 per cent in administration would affect it.
