President Bill Clinton has accused Gerry Adams, the Sinn Fein leader, of involvement at the highest level in devising IRA strategy. He was outlining his reasons for keeping Mr Adams out of the US in a letter to David Dinkins, the outgoing New York mayor, which was published in yesterday's Irish Times.
He said the recent bombing in Belfast's Shankill Road, in which 10 people died, showed how the IRA's 'brutal and terrorist nature' undermined efforts to resume the political dialogue among the parties.
