Tom White, chief executive of National Children's Home, the children's rights charity, has expressed deep concern at government plans to lock up juvenile offenders in approved schools. He said such moves would 'not provide the long- term protection the public deserves but will simply turn amateur delinquents into hardened professional crooks'.
