Police's 'sorry' to parents of Mark Duggan

The police watchdog has upheld a complaint by the family of Mark Duggan that they were not told he had been shot dead by officers.

Mr Duggan was shot by police last August in Tottenham, north London.

Anger over the shooting sparked riots in the area, which spread across the capital and to other parts of England.

Scotland Yard said it had apologised in September to Mr Duggan's parents, Pamela Duggan and Bruno Hall, for not telling them directly about his death.

A police liaison officer met two members of his family but did not formally notify Mr Duggan's parents.

Police watchdog, the Independent Police Complaints Commission (IPCC), also did not contact the family on the advice of Scotland Yard.

The IPCC upheld the family's complaint yesterday and admitted it had also let them down.

The family's MP, David Lammy, said that they only learned of Mr Duggan's death from watching television.

An investigation into the full circumstances of his death is ongoing.
