Magistrates were right not to impose a driving ban on a teenager who was stopped by police while taking a seriously injured friend to hospital, the High in London ruled. Lord Justice Russell said he was 'disturbed and surprised' by the DPP's decision 'at great public expense' to press for a ban on Ross Upchurch, 19.
