THE RSPCA has stepped up its emotive campaign against live farm animal exports, on the eve of a long-awaited decision by European Union agriculture ministers for stricter controls on the trade, writes Nicholas Schoon.
Today, ministers are likely to agree to make it illegal to transport animals for more than 15 hours before giving them water. The proposed maximum period between stops for resting and feeding is 22 hours. The present limit is 24.
