Sir Norman Fowler's complaint that a World in Action programme called 'Tory Tax Bombshell' was politically biased and broke the Broadcasting Act and programme code governing commercial television, has been rejected by the Independent Television Commission.

In what was seen as the first test case of tightened impartiality rules in the 1990 Broadcasting Act, Sir Norman, chairman of the Conservative Party, accused Granada of screening a programme drawing on Labour Party propaganda. But David Glencross, chief executive of the ITC, says there was no evidence to support this suggestion.
