Geoffrey Dear, former Chief Constable of the West Midlands and now Regional Inspector of Constabulary for the Midlands, told an industrial tribunal in Manchester that Alison Halford, Assistant Chief Constable of Merseyside, would probably have risen to be a deputy assistant commissioner of the Metropolitan Police if she had stayed with that force, where both officers served in the early 1980s.
