RECORDED crime has declined for the first time in six years, the Home Secretary, Michael Howard, will announce this week. Notifiable offences recorded by the police in 1993 will show a 1 per cent drop - more than 50,000 offences - on the previous year, the first fall since 1988. The reduction is chiefly in thefts from cars.
