He replaces Dame Helena Shovelton, who resigned after lottery operator Camelot successfully challenged the commission's decision to negotiate only with Sir Richard Branson's People's Lottery for the next seven-year licence.
Culture Secretary Chris Smith said: "Terry Burns has a most distinguished record and I am delighted to appoint him to the Commission".
Lord Burns chaired the recent Government inquiry into the effects on rural communities of a ban on foxhunting.
