PRESIDENT Bill Clinton faces allegations that he snorted cocaine during his rise to prominence in Arkansas, according to the Sunday Telegraph. The allegations date from between 1972 and 1986.

The Sunday Times reports that home owners will be forced to take out private insurance to cover their mortgage payments under proposals being considered by ministers planning to phase out mortgage interest benefit payments of up to pounds 1.25bn a year.

John Major's Cabinet reshuffle has suffered a massive setback over who will replace Sir Norman Fowler as Tory Party chairman, the Mail on Sunday reports. Three Cabinet ministers have signalled their reluctance to take the job.

Railtrack is jeopardising safety by forcing under-trained inspectors to man signal boxes during the rail strike and threatening them with the sack if they refuse. The Observer reports that inspectors knew they were incapable of handling the signals and were terrified about the safety implications.
