Twenty convicted killers are to be told they will never be released from prison, according to the Sunday Telegraph. Despite the failure of the Home Secretary, Michael Howard, to win Cabinet backing for 'whole life' sentences last week, he has written to John Major with a list of 20 murderers he has decided must stay in jail until the end of their natural lives. His list largely comprises those convicted of sadistic or sexual murders of children, says the Telegraph.

Compulsory random drug testing is to be introduced in the armed forces, according to the Sunday Times. The move follows an alarming increase in drug taking among military personnel. Figures released by the Ministry of Defence show that the number of service personnel dismissed for drug offences has increased by 237 per cent in three years. The newspaper says 229 people were dismissed in 1992, the last year for which figures were compiled.

According to the Observer, the Archbishop of Canterbury, Dr George Carey, believes the Government must make a financial contribution to the upkeep of church buildings if it wants the Church to take a lead in moral decision-making.
