A full public inquiry was promised last night into allegations of sexual and physical abuse of children in council care in North Wales. Gwilym Jones, a Welsh Office minister, acted after claims that photographs of a badly beaten child were filed away for at least six years without being passed to police by social services. North Wales police are investigating claims that up to 200 children were abused in cases going back years. The force confirmed that allegations against police were also being investigated.
