Major accused

John Major was accused of 'secretive government' by John Smith, the Labour leader, as the row over the Law Officers' ruling on the Maastricht treaty threatened to disrupt the legislation's progress. Mr Smith said Mr Major was wrong to refuse his request for the Law Officers' advice on the social chapter to be published.
