BRAZIL, which asked Britain to extradite Paulo Cesar Farias, will not swap him for train robber Ronald Biggs, according to the Foreign Affairs Minister, Celso Amorim. Mr Farias, alleged mastermind of a corruption scandal that brought down the Brazilian government, fled federal agents in June.
