Most people have no knowledge of John Major's Patient's Charter and about one third have never heard of it, according to a report yesterday by the Royal College of Nursing.

The telephone survey of 2,000 adults and teenagers found 31 per cent knew nothing about it. Only 26 per cent could identify a single right or standard contained in it. Only 2 per cent thought that the charter had anything to do with standards of care.
