THE HIGH Court in London has ordered Gen Manuel Noriega, the former dictator serving 40 years in jail in the US for drug offences, to repay dollars 44m stolen before he was deposed. Noriega and his wife allegedly took the money from the Panamanian treasury and military between 1984 and 1988 and laundered it through the London offices of BCCI and Capcom International, a now-defunct brokerage. The judgement should help Panama recover dollars 20m in Capcom holdings frozen by the Government.
