Leaders of 5.5 million public sector workers warned of 'active resistance' to any attempt to hold down wages for a second successive year. Alan Jinkinson, chair of the TUC's public services committee, said: 'Public sector workers will not tolerate being the scapegoats for government mismanagement for another year.'
