Brenda Dean, the first woman to run a major trade union, was appointed head of the watchdog which monitors 0898 telephone numbers. She takes over from Sir Louis Blom-Cooper QC as chairman of the Independent Committee for the Supervision of Standards of Telephone Information Services.
