Ian Lang, the Secretary of State for Scotland, and George Kynoch, the Tory MP for Kincardine and Deeside, have apologised to the Speaker for an abuse of procedures. Betty Boothroyd told MPs that a Scottish Office clerk had tabled a question on a form signed in advance by Mr Kynoch. She said she hoped such practices would cease.
