The Army is implementing radical reforms after accepting the mistreatment at the camp and other locations took place because forces were not adequately trained on human rights and the Geneva Conventions.

The military has instituted a review, including of selection and training of officers at Sandhurst, to prevent similar abuse cases. The main focus will be to examine whether there was a breakdown in the chain of command in the months after the official end of war which so alarmed the Army Legal Authority that an official warning had to be issued about physical assault on civilians.
