RAIL PRIVATISATION: Insurance advisers for the operation of the railways after privatisation are to be appointed shortly by the Department of Transport, Roger Freeman, the Minister for Public Transport, said. 'I have concluded that the basis of liability - negligence - should be the same,' he added.
