DEFENCE: Nine low-flying aircraft have been detected in breach of regulations since 1989 when Skyguard radar began its monitoring role, Jeremy Hanley, Minister of State for the Armed Forces, said. Seven had breached height regulations and two infringed avoidance areas. None broke speed regulations. A total of 1,426 had been observed at medium or low level.
