UNPAID TAX: The Inland Revenue wrote off nearly pounds 900m in unpaid tax in 1991, the highest amount for five years, Stephen Dorrell, Financial Secretary, told Archy Kirkwood (Lib Dem, Roxburgh). When Sir John Bourn, the Comptroller and Auditor General, examined the Revenue's 1991 accounts last October, he found insolvency had caused much of the increase in the amounts written off.
