COUNCILS: Councils plan to finance pounds 1.8bn of 1993-94 capital spending from asset sales, Tony Baldry, under-secretary at the Department of the Environment, said. It is estimated pounds 1.3bn will have been obtained through relaxation of capital receipts rules from 31 November 1992 to 31 December 1993.
