Transport Secretary Ruth Kelly told the Commons a £2.8 billion transport scheme for Manchester had been given the provisional go-ahead by the Government, with £1.5 billion coming from central government funding.
Shadow transport secretary Theresa Villiers accused Ms Kelly of "bullying" local people into accepting the scheme and called for a referendum on the issue.
