NORTHERN IRELAND: Special measures for detaining terrorist suspects in Northern Ireland will remain despite the IRA and Loyalist ceasefires, Sir Patrick Mayhew, Secretary of State for Northern Ireland, announced. But he said the Government remained "committed to the principle that the emergency legislation will remain in force no longer than is necessary".
