introduction of 'R-plates', denoting a novice driver who may be restricted to lower speeds and smaller-engined cars, is one of a range of options being considered by the Department of Transport and expected to be put before ministers later this year. 'P-plates' - which will denote a driver with possibly only one or two years' experience - are also under consideration.
