Tom Sackville, Under-Secretary of State for Health, advocated the provision of free condoms in schools for pupils aged 16 and over in an effort to reduce the number of teenage pregnancies. He said Britain's teenage pregnancy rate - the highest in Europe - was an 'appalling national failing'.
