The Government will need to introduce legislation to impose testing in schools if it wants to avoid yearly confrontations, Doug McAvoy, general secretary of the National Union of Teachers, warned. He said few schools had held this week's tests for 14- year-olds, which should have covered maths and science on Monday and Tuesday; English is due to take place today.
