Local authorities are being urged by the Commission for Racial Equality to investigate the possibility of racial discrimination as a factor in the disproportionate number of black pupils expelled from school. Afro- Caribbeans account for 8.1 per cent of removals despite making up only 2 per cent of pupils. Exclusions for other ethnic groups are in line with pupil numbers.
