PARIS (Reuter) - The new Michelin guide to France, published yesterday, promoted Pierre Gagnaire's restaurant in Saint-Etienne to three-star rating but demoted Roger Verge's Moulin de Mougins, near Cannes, to two. The number of restaurants with three stars remained unchanged at 19.
