A Tamil who claims he was tortured by Sri Lankan forces has lost his final appeal to the Home Secretary for refuge in Britain. Lawyers for David Vigna, 31 - a convicted drug smuggler who served an extra 18 months awaiting the Home Office decision - said that his imminent expulsion was in breach of United Nations guidelines. They asked the European Court to intervene.
