Conference yesterday decided to: reinstate existing homelessness legislation if the Government's proposals to repeal it become law; restore councils' role as the direct provider of housing; introduce licensing for private landlords; require a full independent environmental cost-benefit analysis of all planning applications, paid for by the developer; restore British Rail to being one company operating track, rolling stock and all commercial operations; seek implementation of a European ban on moving animals to slaughter on long journeys.
