Sixteen-month-old twin boys, Philip and Martin Watkiss, died in a fire at their home in Wolverhampton, West Midlands, despite efforts of neighbours who battled in vain to save them. Their parents and two-year-old sister were taken to hospital, but were not thought to be in a serious condition. Two other children, boys of four and five, were unharmed.
