Police in Faversham, Kent, say a man who refused to help a PC trying to arrest a burglar may be prosecuted under a rarely used common law. Constable Jim Haskell, who suffered chest injuries trying to detain the raider before he escaped, called for the man to help him but he just watched. A file has been sent to the DPP.
