LAGOS - Nigeria's new military government has appointed three civilians, including the running mate of Chief Moshood Abiola, winner of the aborted 12 June presidential elections, writes Karl Maier. But it concentrates power in the hands of General Sani Abacha, who also holds the defence portfolio. Announcement of the 11-member 'provisional ruling council' yesterday came less than a week after General Abacha led a coup against the government headed by Ernest Shonekan.
