Montreal (AFP) - The International Civil Aviation Organisation (ICAO) has adopted a resolution banning smoking on all commercial airlines' international flights, starting on 1 July 1996. Canada and Australia wanted the ban from 1994 in a draft resolution presented to the ICAO assembly here, but backed July 1996 as a compromise. The ICAO does not set rules for its members, but its resolutions are taken into account by governments in drawing up their own laws.
