Algiers - Algeria's Defence Minister, Lamine Zeroual, seemed virtually certain yesterday to be named the country's new president within the next 24 hours. Mr Zeroual, a 53-year-old retired general, was expected to be officially appointed around midday today by the military-dominated High Security Council.
